REGULAR MEETING

PRESENT WERE: Chairman Harold Thompson, Vice Chairman Robert McCarthy, Stephen Martino, Chris Kerr, and Alternate Don Willis seated for Steve Ross.
REGULAR MEETING
PROPOSED REVISIONS TO THE SUBDIVISION REGULATIONS AS A RESULT OF STATUTE CHANGES WITH REGARD TO BONDING ON SUBDIVISIONS
The commission received a letter dated December 8, 2011 from Attorney Cassella enclosing draft regulations regarding Sections 3.11, 3.19, and 3.20. He noted that the major change is that the Planning Commission is now required to take Surety Bonds and the process to release the bonds has been streamlined.
Thompson noted that Attorney Cassella also suggested that the commission hold a workshop with Tom Metcalf prior to setting a public hearing date. He also felt that this would be a good opportunity to clean up any other regulations that need to be amended.
The commission agreed to schedule a workshop during their next regularly scheduled January meeting if the agenda was not heavy.
Kim Groves agreed to contact Attorney Cassella and Tom Metcalf to see if they would be available in January.
REFERRAL TO AMEND THE ZONING REGULATIONS – SECTION 7, ACCESSORY USES, BUILDINGS AND STRUCTURES (7.1.C, PERTAINING TO REDUCTION IN SETBACKS FOR SHEDS IN CERTAIN DISTRICTS.
The commission discussed the proposed changes to the zoning regulations. McCarthy stated the change allows for sheds to extend into the required side or rear yard setback (but not front yard) by a distance equal to one-half of the Minimum Required Side or Rear Yard for the District/Zone.

The commission agreed that this would make it a little easier for property owners to have structures under 200 square feet on the smaller lots in town. They also felt it might eliminate some of the need for variances for these structures.
Harold Thompson made a motion to recommend the approval of the proposed changes to the regulations. Robert McCarthy seconded the motion. The motion passed unanimously.
2012 MEETING SCHEDULE
Harold Thompson made a motion to approve the 2012 Meeting Dates as listed in the memo. Stephen Martino seconded the motion. The motion passed unanimously.
READING AND APPROVAL OF THE NOVEMBER MINUTES
Robert McCarthy made a motion to approve the minutes as submitted. Chris Kerr seconded the motion. The motion passed unanimously.
